Meet the Speakers:

Jeff Cugno, CEO and Founder, SOS Global Consulting
Jeff Cugno served more than 20 years as an FBI Special Agent, including 17 years as the Primary Behavioral Analysis Unit (BAU) Coordinator for the FBI’s Los Angeles Field Office. He specialized in threat assessment, targeted violence, and crisis response across workplaces, campuses, healthcare systems, and critical infrastructure.
As the founder of the FBI’s TARGET Working Group, today he advises organizations on preventing, managing, and responding to complex security threats.

Major General William J. Walker, Chief Security Officer, Allied Universal
General Walker served as commanding general with the District of Columbia National Guard; deputy assistant administrator for the U.S. Drug Enforcement Administration; and deputy director of the National Intelligence Coordination Center via selection by the Department of Justice and the U.S. Drug Enforcement Administration.
He holds an active top secret security clearance and is a life member of the Council on Foreign Relations. His military background includes serving by presidential appointment as the 23rd commanding general of the District of Columbia National Guard, where he led more than 29,000 guardsmen and provided security in support of the secret service for the 59th Presidential Inauguration.

Malcolm McGuire, MA, CFE, Captain, Southern Methodist University Police Department
In his current role, Malcolm oversees the day-to-day operations of the department and is responsible for ensuring emergency response readiness, maintaining policy, legal, and regulatory compliance, supervising leadership performance, and advancing departmental strategic planning, training, and community engagement initiatives.
He has played a key role in developing and strengthening multidisciplinary threat management and behavioral intervention processes in higher education law enforcement.
He is actively engaged in the professional threat assessment and higher education safety community, with affiliations including the Association of Threat Assessment Professionals (ATAP), African Association of Threat Assessment Professionals (AfATAP), Canadian Association of Threat Assessment Professionals (CATAP), and is a member of the American Society for Industrial Security (ASIS)’s Human Threat Management Committee.
